Citizen consultation on off-road vehicles

The Municipality of Val-des-Monts wishes to inform its population, vacationers and other stakeholders of the launch of a consultation campaign on off-road vehicles (ORVs) on certain public roads, which will be carried out in several parts by the consultants of Table ronde Participation publique.

The Fédération Québécoise des Clubs Quads (FQCQ) is a union of several associations called quad clubs. There are currently more than 100 quad clubs in Quebec.

The FQCQ is a non-profit organization, whose goal and object is the development of quad leisure in Quebec.

The FQCQ offers various services to quad clubs such as: preparing and providing various documents and forms, training trail surveillance agents, negotiating advantageous rates for the purchase of signage, producing a magazine for their members, etc.

The FQCQ has quad clubs as members. The quad clubs are made up of quad riders who hold access rights to the trails.

A quad club is a non-profit organization, made up of an administrative committee made up of volunteers. A quad club ensures the smooth running of the quad activity on its territory. Its volunteers develop and maintain trails and infrastructure, install signage and organize activities for their members. The quad clubs also include security guards, among their volunteers, whose mandate is to ensure safety on their trails.

The main source of funding for quad clubs is the sale of access rights to users. The revenue from these sales is reinvested in the maintenance of the network, the purchase of signaling, the construction of relays, bridges and footbridges, and others. A quad club is, in a way, a cooperative that quad riders set up to have the privilege of practicing their favorite hobby.

Any holder of a right of access traveling with an authorized off-road vehicle on the trails concerned.

Side-by-side vehicles and quads equipped with tracks are not accepted on the trails of all quad clubs.

The more than 1,000 trail surveillance officers and the twenty provincial officers of the Fédération Québécoise des Clubs Quads are trained, sworn in and authorized to work jointly, and in solidarity, with all the police forces in Québec.

Under section 38 of the Off-Highway Vehicle Act of Quebec, these officers have the same powers as police officers for law enforcement in the performance of their duties on the trails.

The by-law number 856-19 for the purpose of allowing the circulation of motorized all-terrain vehicles on certain public roads on the territory of the Municipality of Val-des-Monts was adopted in 2019 as a pilot project until April 30, 2023 It authorizes the circulation of motorized all-terrain vehicles on chemin du Pont (from the intersection of provincial road 307) to the limit of chemin du Pont (delimitation of the municipalities of Val-des-Monts and Notre -Dame-de-la-Salette), for a distance of 10.6 kilometres. The Ministère des Transports du Québec also authorizes the circulation of motorized all-terrain vehicles on provincial road 307 from 2720, route Principale (incentive parking lot at Parc Saint-Germain) to chemin du Pont for a distance of 180 meters.

This is an FQCQ quad trail under the responsibility of the Club Quad de l’Outaouais.

Motoquads, i.e. any quad equipped with a saddle and handlebars.
Autoquads, i.e. any quad equipped with one or more seats, a steering wheel, pedals and a protective frame, with all wheels driven and whose net mass does not exceed 450 kilograms in the case single-seaters and 750 kilograms in the case of multi-seaters.
Other vehicles with three or more wheels equipped with handlebars, which can be straddled and whose net mass does not exceed 600 kilograms.
